One.Preparation and Construction (1972.12----1976.9)
From Nov. 30 to Dec. 8, 1972, the former Ministry of Fuel Chemistry Industry held meeting in Beijing, announced that Chairman Mao Zedong and Premier Zhou Enlai had approved to import 13 sets of large-scale fertilizer production devices to China; of which, it was going to build a large fertilizer plant with annual output of 300,000 tons of synthetic ammonia and 480,000 tons of urea and set up the catalyst production device for supporting the 13 sets of large-scale fertilizer devices in Panjin of Liaoning Province where No. 322 Oilfield is located.
On July 20. The construction preparation section of Liaohe Fertilizer Plant was set up; on July 21 of the same year, the Headquarter for building Liaohe Fertilizer Plant was formally established, thus the construction work started in an all-round way.
The first batch of synthetic ammonia and urea was produced in September 29 and 30 of 1976 respectively; in October, the first batch of catalyst products was produced. It only cost two years and four months to produce products from the date of setting up fertilizer devices.
Two.From pilot production to the stage of reaching the output requirement and standard(1976.10---1982.12)
During this period, the plant intensified the rectification, further improved the leadership structure, perfected the internal economic responsibility system and established strict appraisal system. At the same time, nearly 1000 outstanding employees have been chosen to chemical enterprises and colleges to study for improving the morality and technical quality of workers, engineers and managers, and thus grasping the characteristics and operational rules of large fertilizer equipments. In 1982, Liaohe Fertilizer Plant reached the design target for the first time.
Three、Continuously achieving high output and efficiency and realizing enterprise upgrade (1983.1---1990.12)
Based on the overall rectification, Liaohe Fertilizer Plant worked hard and continuously created high-yield, which promoted its business progress. In 1987, the plant was appraised as Grade II national enterprise in the first batch and promoted to be Grade I national enterprise in 1990, which manifested its leap in development.
Five.Cooperating with other strong enterprises for accelerating flourishing development (1995.1---2000.12)
In January 97,The Liaohe Tongda Chemical Industry Co., Ltd. of Shenzhen co-established by Liaohe Group and Tongda Chemical Industry Corporation under Ministry of Chemical Industry successfully issued 130 million shares A and raised funds of 680 million yuan, purchased Jintianhua;in addition, In August 97 the provincial government decided to let Liaohe Group purchase all the stock rights of Panjin Ethylene Plant, unite with Jinhua Group to establish Liaoning Huajin Chemical Industry Group and achieve the rapid development of the group.
Six. Attracting business and outside investment, executing “outward” strategy and achieving stride development(2001.1---2005.12)
For further improving the overall strength, the Group adopted the method of “inventory attracting increase” to enhance the attraction of business and outside investment. In December 2001, Huajin Group and Finland Futeng Corporation jointly invested to establish Liaohe Futeng Thermoelectricity Co., Ltd.In December 2002, Huajin Group and Germany South Corporation co-established Panjin South Chemistry Liaohe Catalyst Co., Ltd in joint venture. In August 2003,Huajin Group began to carry out the project of Akesushi Huajin fertilizer project, and the qualified products were produced in January 2006, which laid solid foundation for the stride development of the group.
